1.
NAME AND
OBJECT
The name of the league will
be “BRITISH INTER-COUNTY YOUTH DARTS LEAGUE” (Southern Section)”. The object
being to promote and encourage Youth darts within the participating counties.
2.
MEMBERSHIP
·
All Counties
wishing to participate will be required to apply in writing.
·
There shall be
no minimum age for a player to register for a County, but Officials are required
to use discretion when registering players.
·
Players
attaining the age of 18 years on or before 1st September in any
season who are registered with a County shall be eligible to continue to play
for that County but will only be eligible to play in the under 21 years of age
teams.
·
No player over
21 years of age before and including 1st September in any season will
be eligible to register or play for a County.
·
A season runs
from 1st September until 31st May inclusive.
·
The League
Secretary will be required to keep a record of all Registered Players and it
will be the responsibility of all County Organisers to notify him/her of such
players.
·
All other
rules regarding membership to be in accordance with B.D.O. Playing Rules
3.
SUBSCRIPTIONS
·
A signing on
fee will be levied upon all Counties participating in the League.
·
This feel
shall be paid no later than 1st October in any season.
·
This will be
decided up at the Annual General Meeting each season.
4.
PROGRAMME
CHARGES
·
All Counties
with home fixtures will be required to proved suitable programmes.
·
A compulsory
charge of £1.00 maximum will be made to players and spectators.
·
Very young
children will be admitted to matches free of charge.
5.
TROPHY
COSTS
The cost of trophies each
season will be shared equally between all Counties playing in the League. In
the event of a County withdrawing from the League at any time during the season,
they will still be required to pay their equal share. The amount will be
determined by the Officers and Committee.
6.
FIXTURE
DATES
·
These will be
decided upon and notified to all Counties for approval on the agenda of the
Annual General Meeting.
·
Throughout the
season all dates shall be adhered to where possible. Any alternations must be
notified to the League Secretary by each County concerned, on the form provided
for this purpose. No change to a fixture date shall be considered without
completion of a form BY BOTH COUNTIES. No change to a fixture date will be
allowed with less than 14 days clear notice,
·
Matches can be
brought forward or put back by one week.
·
In the event
of a Senior Inter-County fixture taking place one week forward or back of the
original date, then it will be permissible to extend the change by a further one
week.
·
The last match
of any season shall not be put back but can be brought forward up to two weeks.
·
Any County
wishing to change the last fixture date of any season, can only do so if a
minimum of 42 days notice is given unless by mutual agreement less notice
acceptable.
7.
LEAGUE
PLAYING FORMAT
UNDER 18 BOYS
·
Under 18 years
of age before and including 1st September each season
·
9 players per
section
·
Female players
are allowed to play in this section when the boys are short be must fall within
the membership rules for Under 18s
UNDER 21 YOUTH (MALE)
·
Under 21 years
of age before and including 1st September each season
·
5 players per
team
·
Any number of
players under 18 years of age will be eligible to play in this team, but will
not be eligible to play in the under 18 years of age team during the same match.
LADIES
·
Under 21 years
of age before and including 1st September each season
·
3 players per
team
All three teams will play
independently of one another
·
Games for
Under 18 Boy and Ladies will be Best of 3 legs x 501, Straight on, Double off
·
Games for
Under 21 Male will be Best of 5 legs x 501, Straight on, Double off

ORDER OF

There will be
4 Counties in each group wherever possible
·
Matches will
be played on a home and away basis
·
If it not
possible to arrange 4 Counties per group due to the number of Counties entered,
it will be for the members at the Annual General Meeting to devise a suitable
format agreeable to all concerned.
9.
LEAGUE
TABLES (Team Placement)
a) The team with the
highest number in “TOTAL POINTS” will go to the top of the League Table and all
other teams placed in descending order of “TOTAL POINTS” below that team
b) In the event of a
“tie” in “TOTAL POINTS” then the team with the most “MATCH WINS” will go to the
tope of the League Table and all other teams placed in descending order of
“TOTAL POINTS” below that team.
c) In the event of a
“tie” in “MATCH WINS” then the team with the “HIGHER LEGS DIFFERENCE” total will
go to the top of the League Table and all other teams placed in descending order
of “TOTAL POINTS” below that team.
d) (a), (b), (c)
above shall be adhered to every time a League Table is compiled during a season.
(b), (c) will apply for any position in a League Table should there be a “tie”
on “TOTAL POINTS”.

PLAYERS
AVERAGES
Player’s averages are
calculated as a running average as matches progress throughout the season.

VENUES AND STAGE EQUIPMENT
·
Where possible
all Counties should play their matches at the same venue as the Senior County
team.
·
All facilities
should be used including Numerators and Dartboard Indicators.
·
Adequate food
facilities should be available.
·
In the event
of a County not being able to use the Senior County facilities, then the
following should be adhered to
o
A raised stage
for playing must be available
o
A raised oche
set out to comply with B.D.O. rules
o
Scoring
facilities to cover both the home and away teams should be set up either side of
the match dartboard
o
A least one
practice dartboard
o
Adequate food
facilities
12 MATCH SCORESHEETS
All match scoresheets shall
be sent to the League Secretary and received by him/her no later than the
WEDNESDAY immediately following a match. Failure to comply will render the
offending County to a fine of £5.00 if the scoresheet is NOT received by the
FRIDAY immediately following a match.

PLAYER
SHORTAGES
·
In the event
of a County arriving for a match with less than the required number of players,
the will forfeit they points they are players short. However, the opposing team
will be required to play all their players in order that they maintain their
dart averages for the season.
·
Where there is
a shortage of players in a team, the opposing team manger will be allowed to
select an equal number of players to go in the match draw. The remaining
players in the team will be required to play in order to maintain their dart
averages and will automatically be given a point towards their team regardless
of winning or losing.
·
To fulfil a
fixture, a team with player shortages will be required to play players again,
starting in the order of the match draw and continuing through the order until
all vacant position are filled. Their results and averages in these games will
not count.

COUNTY
WITHDRAWALS DURING SEASON
In the event of a County
withdrawing from the League at any time during a season, al points accumulated
by Counties that have played such a County shall be deducted and become null and
voice. This includes all player’s averages and high finishes, but excludes any
180 certificates presented to players.

TRANSFER REQUESTS
1.
Players are required to register with a County every new season.
2.
Players may only represent the County which holds their registration
3.
A player has the right to request a transfer at anytime
4.
In the event of a player wishing to transfer to another County which is a
registered playing member of the British Inter-County Youth Darts League
(Southern Section), a TRANSFER REQUEST FORM must be completed.
5.
Counties should not deny any player the right to transfer without good
reason. If a transfer is denied, the League secretary should be notified on a
separate letter attached to the TRANSFER REQUEST FORM.
6.
Counties have the right to deny transfer for the following reasons
a.
If monies are owed to the County by the player in question
b.
If the player in question has property belonging to the County and has
not returned the same.
c.
If the player has been suspended or banned from playing for the County.
In this case the player has a “21 day Right of Appeal” as from the date
on the Transfer Request Form. The appeal must be in writing and send directly
to the League Secretary. Whereupon a hearing will be convened between the
Player, the Youth Officer of the County in question and the four Officers of the
League. A decision will be made at the hearing by the officers and their
decision will be final. If a player does not exercise the “21 day Right of
Appeal” then that player will remain banned indefinitely. If suspended,
will be required to complete the term imposed before being able to play again or
transfer to another county.
7.
Condition reference 6 (a), (b), will only apply until differences are
resolved.
8.
Upon completed, the TRANSFER REQUEST FORM must be sent to the League
Secretary.

By the Youth Official of the player’s newly joined County
b.
By the Youth Official of the player’s existing County if condition 6
applies.

LEAGUE
CHAMPIONSHIP FINALS
A play off between the
winners of each section will take place on a convenient date at the end of the
season to ascertain the overall champions. Playing format will be as “LEAGUE
PLAYING FORMAT”.
16a) ASSISTANCE AT
LEAGUE CHAMPIONSHIP FINALS
Each County participating in
the league during a season shall be required to provide at least one Official to
help with the organisation and administration on the day of the Championship
Finals and Singles events. The official will be required to wear the official
league or British Darts Organisation uniform during the event.

DARTS
PRACTICE DURING FINALS
·
Only players
involved in Finals shall be permitted to practice whilst matches are in
progress. Players who have completed their games shall not be permitted to
practice whilst matches are in progress.
·
It will be the
responsibility of Youth Officers involved in finals to keep this rule strictly
adhered to.

PLAYING
ATTIRE
·
All players
must be respectfully dressed. Jeans, Tracksuit Bottoms or shorts will not be
allowed.
·
All registered
players are representing a County and will be required to wear a shirt supplied
by that County.
·
When playing
on stage in the Singles Championship finals, all players will be required to
wear the shirt of their respective County.

SMOKING AND
DRINKING
·
No player will
be allowed to smoke or drink intoxicating liquor whilst playing in a League
match or Championship final on stage.
·
Soft drinks
are permissible on stage
·
Anyone
contravening this rule is liable to disqualification from the match or final in
question.

CONSUMPTION
OF INTOXICATING LIQUOR
·
No player
under the age of 18 years shall be encouraged to drink or buy intoxicating
liquor.
·
All venues
shall be vetted carefully in order that players under 14 years of age can be
legally allowed into them.
·
Licensed bars
where provided should not be in the area selected for playing

FINES
·
Any County
that fails to have at least one representative at a Special or Annual General
Meeting convened in accordance with the Rules and Constitution of the League
will be subject to a £25 fine.
·
Such fine will
be implemented and notified in writing to the offending County.
·
Any fine
unpaid by the end of the season in which it was imposed, will render that County
suspended from playing in the League during the following season.

GOVERNING
BODY AND OFFICERS
·
The League
shall be managed by four Officers.
·
These shall
consist of CHAIRMAN, VICE CHAIRMAN, SECRETARY and TREASURER.
·
A Youth
Officer from any County within the League may be appointed to these positions.
·
In such cases
it will be the responsibility of the County to elect a suitable ASSISTANT YOUTH
OFFICER to act on the County’s behalf at all meetings or wherever a ballot or
vote is required.
·
The Committee
shall consist of one representative from each county playing in the League.
·
The Officers
shall retire annually but be eligible for re-election.

FUNCTIONS
OF THE TREASURER
·
The Treasurer
shall be responsible for the day to day finances and upkeep of cash books and
ledgers.
·
Furthermore
he/she shall be responsible for all bankings and providing and audited Balance
Sheet at the Annual General Meeting as well as an Interim Balance sheet in the
month of January each year.
·
Two copies of
Bank Statements shall be required each month from the Bank. One copy shall go
to the Treasurer, the second copy to the Secretary.
·
All purchases
shall be invoiced and receipted upon payment.

FUNCTIONS
OF OFFICERS AND COMMITTEE
They shall be responsible
for

Complying with
B.D.O. playing rules
·
Looking after
the administration and financial matters
·
Issuing
instructions from time to time to ensure orderly conduct
·
Fixing and
arranging all formats, matches and competitions
·
Framing any
necessary Bye-laws.

ANNUAL
GENERAL MEETINGS
·
The Annual
General Meeting shall be held in the month of July each year.
·
The end of the
financial year shall be 1st July
·
The Officers
shall be elected
·
Any business
as shall be included on the agenda of the meeting

ITEMS ON
AGENDA OF ANNUAL GENERAL MEETING
·
These should
be notified to the League Secretary on Official County headed notepaper and
received by him/her no earlier than the 1st May or later than the 31st
May in any season.
·
No proposal
after the 31st May in any season will be included on the agenda of an
Annual General Meeting or considered during that meeting.

28 Days notice shall be
given of such meetings

ALTERNATIONS TO RULES
Alterations to Rules shall
only be made at an Annual General Meeting.
This shall be by a straight
majority vote.
